Kitchen Remodel Permits and HOA Review in Ashburn, VA

Ashburn is an unincorporated community in Loudoun County, so building permits for a kitchen remodel are handled by the county. Here is an overview, with links to the official county pages, and what to check with your HOA.

Who issues permits in Ashburn

Ashburn is not an incorporated town. It is a census-designated community in Loudoun County, so there is no town building office; permits come from Loudoun County's Department of Building and Development. This is different from homeowners just across the county line in Herndon or Reston, which are in Fairfax County and deal with Fairfax's permitting system. If you have remodeled in Fairfax County before, expect a different office and a different online portal.

Residential alteration and trade permits

Loudoun County's Residential Additions and Alterations page describes a residential building permit application, signed by the property owner, along with residential trade permits for electrical, gas, mechanical and plumbing work. The county lists trade permits as inspected at both the rough-in and final stages. Applications can be submitted online through the county's LandMARC system (an account is required) or in person at the Loudoun County Government Center in Leesburg.

Which permits a kitchen project needs depends on the scope. Swapping countertops on existing cabinets is very different from relocating a sink to an island or removing a wall.   • Moving or adding plumbing, such as a sink or dishwasher in an island
  • Gas line work for a range or cooktop

  • Removing or altering walls, especially load-bearing ones

HOA and architectural review

Many Ashburn homes are in communities with homeowners associations. Large associations such as the Ashburn Farm Association and the Ashburn Village Community Association publish architectural review processes, and both focus on exterior changes: Ashburn Farm requires an Exterior Alteration Application for exterior modifications, and Ashburn Village's Architectural & Environmental Review Committee reviews exterior applications.

Most kitchen work happens inside the house, but a remodel can still touch the exterior or the shared community. Before you start, ask your association about:

  • A new exterior vent for a range hood, or a new or enlarged window
  • Where a dumpster or storage container can be placed, and for how long
  • Contractor parking and work hours
  • For townhomes and condominiums, any rules about shared walls, plumbing stacks or common areas
